Under 3 hours at MEX is definitely a stay-airside situation. Immigration averages 59 minutes, and Mexico City traffic is unpredictable - leaving the airport is not recommended.
Still too tight. Even with fast immigration, Mexico City's traffic makes the 25-40 min taxi ride risky. The city is incredible but save it for a longer stop.
Time for the Zócalo (Mexico City's historic centre), Templo Mayor ruins, and a street food lunch nearby. Taxi/Uber is 25-40 min from the airport; factor in traffic carefully.
A full Mexico City hit: Zócalo, Templo Mayor, National Palace murals by Diego Rivera, lunch in Centro, maybe a walk through Coyoacán if traffic cooperates. Budget 30-40 min each way.

What you need to know
Currency
Mexican peso (MXN, $). Cards accepted at most restaurants and hotels, carry cash for taxis and markets. Skip airport exchange booths and use bank ATMs instead.
Language
Spanish. English is spoken at the airport and in tourist areas (Centro Histórico, Roma, Condesa, Polanco), limited elsewhere.
Visa
Most Western passports (US, Canada, UK, EU, Japan, Australia) get 180 days visa-free. A tourist card (FMM) is required and normally issued on arrival; keep it with your passport. Verify before travel, visa rules change.
Transit
Metro Line 5 from MEX Terminal 1 to Pantitlán (6 min), then Line 1 west to Centro Histórico, about 45 min total for MXN 5. Authorized airport taxi (buy a ticket at the counter inside arrivals) runs around MXN 300–400 to the centre.
Weather
Subtropical highland, mild year-round with daytime highs of 20–26°C. Rainy season is May through October with short afternoon storms. November through April is dry and the best window for a layover.
Tipping
Expected. 10–15% at sit-down restaurants, MXN 10–20 for taxi drivers and baggage porters, round up for short cab rides.
