Is it worth leaving the airport?

3-5 hours: stay airside

6-9 hours: Marina Bay loop

MRT/taxi to Marina Bay. Walk Bayfront/Helix area, quick photo of the skyline/Merlion. Hawker meal (~S$8-15). Leave 3 hours before departure.

10+ hours: add Chinatown/Little India

After Marina Bay, swing through Chinatown or Little India for food and a short walk. Return with buffer.
