Songshan is inside the city, not outside it. The MRT Brown Line station (Songshan Airport) sits adjacent to the terminal and connects you to central Taipei stations in 10-15 minutes. International operations are limited to a handful of East Asian routes (Tokyo Haneda, Seoul Gimpo, Shanghai Hongqiao, and a few others), which means immigration is fast and the airport overall feels calm compared to Taoyuan. If your connection ran through TSA, you are well-placed for a quick city dash even on a shorter layover.
